Recently, the United States Food and Drug Administration (FDA) warned consumers not to use certain makeup products sold by Claire’s, noting samples had tested positive for asbestos. A detailed article on the warning is available here.
The FDA issued the warning after Claire’s allegedly refused to comply with requests for a recall. As cosmetics do not have to be approved by the FDA, the agency cannot enforce a mandatory recall. The retailer—which disputes the FDA’s findings—removed three products identified by the FDA from its stores. They also removed other talc-based cosmetics “out of an abundance of caution.” They maintain FDA test results misidentified other fibers found in company products as asbestos.
After hearing reports of asbestos in products sold by Claire’s and Justice, the FDA conducted testing in 2017. Regulators said tests—conducted by the Occupational Safety and Health Administration (OSHA)—confirmed asbestos in three products from Claire’s and one from Justice. Justice stores quickly recalled products showing trace amounts of asbestos that same year. Claire’s removed the products in question from stores—yet fell short of a recall. The FDA warning includes:

- Claire’s Compact Powder—Batch/Lot 07/15
- Claire’s Contour Palette—Batch/Lot 04/17
The FDA recently announced it plans to collect information from companies regarding how they intend to ensure the talc they use is free from asbestos. They have also requested companies register products and ingredient lists on the FDA website—though compliance is not mandatory.
